Window trim letting the side down

Both sides of the car, my silver window trim looks like this. It's been on my list to sort out since getting the car, but I've been unable to find someone in Sussex to get it painted weirdly..
Does anyone know why this happens, if it can be sorted out easily by a novice, or if anyone knows a guy in my area who would take on the task?
I wouldn't even know how to remove the trim, let alone paint it to match the colour of the upper trim!

Fortunately I have had no flaking or chipping of the black trim. Do you have a problem with yours?
